Aim and Scope
Goals of the journal
The main purpose of the journal "Socio-economic and technical systems: research, design, optimization" is to consolidate the efforts of specialists, disseminate and popularize scientific knowledge.
Journal tasks
- prompt publication of a scientific article and rapid dissemination of information about the results of the authors' research;
- providing scientists and teachers, as well as students and postgraduates with the opportunity to publish the results of their research;
- reflection of the results of research, scientific, practical and experimental activities of actively working scientists - doctors and candidates of sciences, young researchers - doctoral students, postgraduates, undergraduates actively engaged in scientific and innovative activities
- drawing attention to the most relevant and interesting areas of scientific research;
- organization of an exchange of views between researchers from different regions and states.

Open Access Policy
This is an open access journal. All articles are made freely available to readers immediatly upon publication.
Our open access policy is in accordance with the Budapest Open Access Initiative (BOAI) definition - it means that articles have free availability on the public internet, permitting any users to read, download, copy, distribute, print, search, or link to the full texts of these articles, crawl them for indexing, pass them as data to software, or use them for any other lawful purpose, without financial, legal, or technical barriers other than those inseparable from gaining access to the internet itself.

Peer-Review
The procedure for reviewing manuscripts submitted for publication in the journal
"Socio-economic and Technical systems: research, design, optimization".
- All scientific articles submitted to the editorial office of the series are subject to mandatory review. The Executive Secretary notifies the author of the receipt of the manuscript of the article within 3 days.
- The deputy editor-in-chief determines the compliance of the article with the profile of the journal, the requirements for registration and sends it for review to a specialist with an academic degree who has the scientific specialization closest to the topic of the article.
- Reviewers are notified that the manuscripts sent to them are the intellectual property of the authors and relate to information not subject to disclosure. The author and co-author of the reviewed work cannot be a reviewer.
- The terms of reviewing in each individual case are determined by the executive secretary, taking into account the creation of conditions for the most expeditious publication of the article.
- Reviews are certified in accordance with the procedure established in the institution where the reviewer works.
- The review is carried out according to the following indicators:
- compliance of the content of the article with its title;
- the degree of scientific novelty and relevance;
- the significance of the statement of the problem (task) or the results obtained for the further development of theory and practice in the field of knowledge under consideration;
- completeness of the disclosure of the topic;
- language and style of presentation;
- completeness and quality of conclusions;
- compliance with the design requirements.
The final part of the review should contain reasoned and constructive conclusions about the manuscript as a whole and a clear recommendation on the publication of the article or revision of the article (indicating the inaccuracies and errors made by the author) and re-reviewing, or rejection of the article.
- The review is conducted anonymously.
- If the review contains recommendations for correcting and finalizing the article, the executive secretary sends the text of the review to the author with a proposal to take into account the recommendations when preparing a new version of the article. The article revised by the author is re-sent for review.
- The final decision on the publication of the article is made by the editorial board and recorded in the minutes of the editorial board meeting.
- After the editorial board of the series makes a decision on the admission of the article for publication, the executive secretary of the series informs the author about it and specifies the publication dates.
- The original reviews are kept in the editorial board of the series for three years.
Publishing Ethics
The journal "Socio-economic and Technical Systems: research, design, optimization" in its activities is guided by ethical norms accepted in the scientific community.
Special attention is paid to the responsibility of all participants in the editorial process.
Authors, reviewers and editors who violate the principles of editorial ethics are suspended from further participation in the work of the journal.
- Responsibility of the authors
The originality of the study
The main property of a scientific article is originality. Special cases of violation of the principle of originality are:
- plagiarism – the intentional appropriation of the authorship of someone else's work or the use of someone else's work in their works without reference to the author; plagiarism means both verbatim reproduction and paraphrase;
- simultaneous submission of an article to several journals;
- re-publication of the article or a significant part of it, including translation from another language. The exception is articles based on materials published in the proceedings of conferences.
The author of the article is obliged to make sure that the original research is submitted for publication. When using the works or statements of other authors, appropriate bibliographic references or excerpts should be provided. Plagiarism in any form is unethical behavior and is unacceptable.
The reliability of the articles is the responsibility of the author: he is responsible both for the complete and error-free presentation of the data and for their objective discussion. Falsification and fabrication of data are gross violations of scientific ethics and are unacceptable.
Authorship
The authorship indicated in the article must correspond to the actual contribution to the scientific research and writing of the article. It is necessary to avoid the phenomena of “guest authorship” (indication of the authorship of a person who did not participate in the research and writing of the article) and “ghost authorship” (absence of indication of the authorship of a person who made a significant contribution to the research and writing of the article).
All authors should read the final version of the article and be responsible for all its contents.
Quoting
Citation should be used in all cases when previously published data, results or calculations (both by the authors themselves and borrowed ones) are used in the article. If possible, a reference to the original source is always indicated, and not to a secondary work.
Using citation as a method of "cheating indicators" of an author, journal or organization is unethical.
Errors and refutations
If errors are found in a published article, the authors are obliged to contact the editorial office in order to make changes or publish a refutation.
- Editorial responsibility
Decision on publication
The editor decides on the publication of the article and is responsible for this decision. At the same time, the editor is guided, first of all, by the scientific significance of the article, as well as the compliance of the text with the subject matter and requirements of this journal. The editor's decision should not be influenced by the author's place of work, his official position, as well as race, gender, sexual orientation, religious views, origin, citizenship or political preferences.
Confidentiality
The editor is responsible for maintaining confidentiality when reviewing articles, in particular:
- Unpublished data obtained from the manuscripts under consideration should not be passed on to third parties (other than reviewers and editors involved in reviewing this article) and cannot be used for personal gain
- The identity of the reviewer and the author remain undisclosed until a decision is made to publish the article
Conflict of interest
Editors should recuse themselves from reviewing manuscripts (namely, contact another editor or cooperate with other members of the Editorial Board when reviewing the work instead of personally reviewing and making a decision) in case of conflicts of interest due to competitive, joint and other interactions and relationships with authors, companies and, possibly, other organizations associated with the manuscript. Also, when appointing reviewers, the editor must take into account the presence of a conflict of interest.
Errors and refutations
The editorial board carries out work to identify and prevent unfair practices in the preparation and publication of articles. All requests from readers or authors regarding inappropriate behavior or potential errors are carefully considered.
If errors are found in a published article, the editorial board publishes corrections, clarifications, refutations and apologies in cases where it is necessary. The editorial board is guided by the recommendations of the Committee on Publication Ethics and the HENRI Ethics Council when determining the need to retract an article or publish corrections.
- Responsibility of reviewers
Evaluation of the manuscript
Reviewing is based on mutual respect between the author and the reviewer, implies their equality as participants in the scientific process. The main purpose of the review is to assess the scientific value of the article and the compliance of the article with the general requirements for scientific work. The task of the comments set out in the review is to improve the quality of the article. Comments and recommendations should be clearly reasoned and based on objective data.
Confidentiality
The reviewer is obliged to keep the contents of the reviewed article secret until its publication, cannot show or transfer the article to third parties without the appropriate permission of the editorial board.
Conflict of interest
The reviewer should refuse to review the manuscript in case of conflicts of interest due to competitive, joint and other interactions and relationships with authors, companies and possibly other organizations associated with the manuscript.

Author fees
Publication in “Social-economic and technical systems: research, design and optimization" is free of charge for all the authors.

Disclosure and Conflict of Interest
Unpublished materials disclosed in a submitted manuscript must not be used in a reviewer’s own research without the express written consent of the author. Privileged information or ideas obtained through peer review must be kept confidential and not used for personal advantage.
Reviewers should not consider manuscripts in which they have conflicts of interest resulting from competitive, collaborative, or other relationships or connections with any of the authors, companies, or institutions connected to the papers.
Plagiarism detection
“Social-economic and technical systems: research, design and optimization" use native russian-language plagiarism detection software Antiplagiat to screen the submissions. If plagiarism is identified, the COPE guidelines on plagiarism will be followed.
Preprint and postprint Policy
Prior to acceptance and publication in “Social-economic and technical systems: research, design and optimization", authors may make their submissions available as preprints on personal or public websites.
As part of submission process, authors are required to confirm that the submission has not been previously published, nor has been submitted. After a manuscript has been published in “Social-economic and technical systems: research, design and optimization" we suggest that the link to the article on journal's website is used when the article is shared on personal or public websites.

The publication of the journal is financed by the funds of the parent organization, at the expense of the publisher, publication of advertising materials, publication of reprints, article processment charges.
